This relay is usually employed in sub-station to avert sharp drop in frequency due to sudden additional load or drop in generating capacity . The setting may 0.3 Hz / sec. Under such condition ,this relay will open selected outgoing feeders to reduce the load

They are always redundant and connected through diode so that if one power supply fails the other can take the charge immediately.so it is possible to replace one of them in running plant if the other one is healthy.
