it says in neutral wire current flows under normal condition,
but when we put tester it wont glow, why?

If you refer to the STAR connection of transformer winding, Its neutral point is connected to ground, Hence neutral is always at ground potential ( provided solid neutral earthing). Hence tester will not glow as it is at ground potential. Now the matter is current is flowing through the neutral is because of unbalance or fault in the system which will go to ground.
