If the incomer is further joint to transmission line Than no worry!! just Bypass the CB beacuse there are always CTs & pTS for the measurement purpose & in case if any fault occurs than even in absense of the Vaccum circuit breaker (used for 110KV and above)
Where as if it is the Distribution than use DO fuse for protection
