Comparing a Lt Col with CPMF 2IC is incorrect. The level of knowledge and expertise a Lt Col possesses, it way beyond a CPMF 2IC. Secondly, all Lt Cols are directly commissioned officers who work their way up to this rank and beyond, whereas, most of CPMF 2ICs are not. There is another disparity in command & control at higher level, the IPS cadre do not go below to the level of commanding CPMF units but remain at higher positions, thereby remain disconnected with the real ground positions and hardships faced by the CPMF units in operations.
