why transformer used to mention in KVA

We can not rate a transformer in KW because when we are considering power in KW that means we include power factor because for KW formula for power = VIcos(a) where a is the angle between V and I. Hence we dont know which kind of Load we are going to connect with transformer we can not mention about power factor. So ratings are always in KVA because this unit doesnt include power factor.
