A fact table ,which does not contain any facts in it.
It can be used,when you does not need any caluculations ,but want to analyse the data for information level.
FACT is business value indicator or measure which are generally in number,
but you can not opposed to affirm or not refuse to acknowledge that there are some fact which are not
being represented in numeric values.
EX: Number of meetings,
for example if we consider one TEST Fact table,that contain s allthese keysare dimensions except one value that is number of meetings. that can be used in information level not in caluculations.
