The central design difference between Jes2 and Jes3 is
their opposite focus on matching workload to resources.
Jes2 (HASP) assigns resources to the work while Jes3
assigns work to the resources.
Jes2 assumes the business tolerates underutilization of
resources in pursuit of timely completion of work.
Jes3 assumes the business tolerates work completion delays
in pursuit of maximum utilization of expensive computing
equipment.
The noticable result of this design difference is that Jes2
has no central job control while Jes3 does.
