L-Tryptophan produced by a genetically modified bacteria
caused many illnesses and deaths. Does this not prove that
genetic modification can result in the production of toxic
substances?

The GM L- Tryptophan hazard was caused because of bypassing
certain important purification steps by the chemical
manufacturer in Japan. The genetic modification did lead to
the production of a new poisonous chemical but GM or no GM,
after the tryp production, purification steps should be
performed to remove all types of impurities present in the
broth. Hence the cause was incompetence and not genetic
engineering per se.
