The gravels mainly serves two purposes,
since the core of the transformer experiences high
mechanical stresses which makes the transformer core vibrate
coz of which the complete apparatus vibrates,the poured
gravel absorbs these vibrations.
Secondly,the gravels provides a good earthing path for the
transformer.
