The circuit breaker can be operated from panel, if they are
simulated it can be operated from computer, and in the
local mode also, this anti pumping provides protection
against multiple closing of breaker. Once the breaker is
closed in any of these modes it wont accept it another
time,as it can be operated in many ways.
