All the background jobs are in released state and there is
a delay time
and the background work processes are in wait status. What
could be the
reason why the jobs are not in ready or active state and
the solution?

Hi,
When ever a BackGround job is released and the status is
set to be in delay state then one should make out that
there are 2 instances V1 and V2 the scenario here is V1
stands for instance start without delay in time where
schedule time interval is not specified and if V2 then the
job if released will start only at the schedule time
interval Usually Background jobs run in the Night Time as
they are time consuming and in Day time Dialog Job runs.
