civils is a national level exam to recruit the posts for IAS, IPS, IFS etc...it is conducted by the central government. But groups is a state level exam conducted by every state to recriut the posts in that individual state. Groups is classified into group1, group2, group4..... there are different exams for the different group exams. Through Group1 the posts like joint collector, DSP etc are filled. through group2 the posts like MRO, and other mandal level jobs are given.
