megger is used for measuring insulation resistance between
current carrying path (when supply is isolate) to ground
while earth tester is using for measured resistance between
two points of ground.

Would you recommend to replace all oil filled cables with xlpe cable for hv transmission with the current technolgy for xlpe cable?
