Internal : part of command .com.
All the commands are readily available.
Ex .. cls ,ver ,date
External:It is a not part of command. Com .
They are readily not available file has been loaded.
Ex...Format ,f disk,etc

Commands loaded in to RAM are called internal dos commands eg:date,time,dir etc....
Commands which are loaded in to memory by reading from hard disc or external storage devices eg:ATTRIB,DISK COPY etc.......
