paddle will be the best option as we know greater the surface area, greater will be the volume of water-better for dissolution.

paddle and basket both are good for dissolution test.because based upon our formulation it will selected by the method developer.for example hpmc or other viscous materials are used as a binding agent basket will give the better results in other formulations we can use paddle.so both are give good results in dissolution apparatus.
