If one is rejected once does this affect his/ her second interview.are chances less in the 2nd one 2 get visa.

The problem is that I didn't go to my classes for almost month and I didn't pay the rent for 5 months. Now I got admitted to University of Oregon and I am planning to issue a new visa. As i have done masters some univ waive my GRE, even though i have given GRE for which my score was low 630. hi, I going to the US for my masters in spring. Its my dad who is sponsoring me. But he just retired a few months back & hence is no longer paying any IT(income tax). I am flo from france and I am currently studying in London. I have the opportunity of taking a design course over the summer at an american university so I need a visa F1. The university pays their student to study for the summer as they are doing a project in partnership with companies. Am I able to be paid by the uni with a VISA F1?
