If single phase voltage level is 230V than why three phase
voltage level is not 660V ?, but it is only 440V.

we take voltage between two phases in 3 phase system.so in three phase system voltage between two phases or simply we can say line voltage is 380 V calculated by following formula:
line voltage=square root of 3*220(phase voltage)
=380V
