Normally the steel used for the construction is calculated from the bending schedule provided with the structural drawings. if not, than it will have to be measured from the drawings. for each and every members.
Eg: If a beam of 6m long and uses 6nos 16mm reinforcement then it will be
6x6= 36m x 1.58(weight of a 16mm bar/ 1m length)= 56.80kg
if the beam is continuous than we will have to add up laps (normaly 50 x the diameter of steel).
