Who is responsible to collect the service tax?

No doubt CBEC and Central Govt. collect the Service Tax. However what one would like to know is what are the criteria prescribed for Service providers excluding the exempted categories, who are authorised to collect Service Tax from the public who avail of their Services. Is it correct that those Service Providers whose annual turn over is more than Rs.5 lakhs have to Register themselves to enable them to collect the Service Tax? Is such registration compulsorily and prominently to be displayed by the Service Provider in his premises which is open to inspection by the Service Receiver? Otherwise how is one to be sure that the Service Tax if any collected is by someone who is authorised to do so. This is important because if I am right even a Dry Cleaner can collect such tax and so can a Beauty Parlour. There is therefore every chance of fraudulent collection and the public being duped.PLEASE CLARIFY
