It may be subjected to full voltage ,during earth fault

we have earthmat at 110KV substation.we would like to take earth resistance.b some says that by connecting earth megger terminals (C1,P1) at middile point of earthmat (at riser) will cause voltage gradient at other earthmat nods and dont get exat earth resistance.when connecting at end nods will get exat value . is it correct .please explain

But what is the suitable/allowable setting for the above protection which will be safe for the equipment? As we use capacitior bank in 3ph ckt for improvement of PF, why not we use capacitor in single phase domestric use, at our house their are many inductive equipments,like fan,mixer,tube choke,air conditioner they also draw PF... by using capacitor can they improve PF. if yes--what are advantage and how to connect a capactor in single ph,and which type of capacitor if no- what are disadvantages.

i am an maintenance engineer. one distribution board have 5 feeder. recently its ELR trips frequently, but it take some times after trip( 10min,20min..)but 3 feeder no load. two feeder only loaded. i checked one feeder IR value all values are above 50Mohm.but B phase to Earth is only 9Mohm.any problem about low value
