In electronic board one fuse(rating 230v,100ma)showing 2.5
ohms with multimeter,then the fuse is healthy or not.

no it is unhealthy. Because it gives voltage drop between
the two ends.
In the circuit board this resistance of 2.5 Ohm is due to
the circuit other component. Actually fuse is generally
check by removing that fuse from the circuit board.
Ideally the fuse resistance is nearest to 0.
