The neutral earthing is bound to take the maximum possible fault current all the times, so the least voltage drop and the least step potential is desired, however a body earthing, generally depending on its criticality and most of the times connected at tow diagonally opposite points is the main parallel path other than the body or supporting structure itself to carry away any fault current.
Every design has an advantage and copper is less resistive as compared to ferrous, so lesser cross section is required to connect on the neutral of a bushing or a generator.
