Let us consider a 11kv/433v 100KVA DTR; LV side current rating is 133.33A(100000/(1.732*433)). Now max loading on LV side is 133.33A in each phase. If loading on each phase is say 50A 50A 50A then load is said to be balanced. If loading is say 100A in Rphase 30A in Yphase and 20A in Bphase then the load is said to be unbalanced.
