how could we findout the lightning arrester failed or not in
live circuit? Is there any instrument to measure the high
voltage at the time of sky lighting?

If the L.A. is intact ,you have to assume that it in working
condition.There is no need to test it with high voltage ,as
it is already subjected to working voltage .Only physical
examination may help you.In case of E.H.T,LA ,it is usually
provided with stay-put pointer ammeter to measure leakage
current.You have to replace the L.A. when the pointer enters
the red region.
