u want to say the cars hit each other?
Then it depends on the momentum of those 2 cars
momentum =mass*velocity
Still 2 situations
1)When cars r in same direction
The car with more momentum
a) the ahead car heavy with less speed
so to say it depends on m2v2-m1v1
2)Wen they r in opposite direction but natural speed of both
cars decreases
