Throttling of steam from a higher pressure to a lower
pressure involves irreversible energy loss. Instead of
generating a high pressure steam with low enthalpy and
throttling it to a lower pressure (with same enthalpy), steam
at a lower pressure (with a higher enthalpy) will do more
work per kg with same exhaust pressure. This can be verified
with any Steam table or Mollier chart.
