why using eleven's multiple for substations?

first reason may bcoz of form factor as mentioned by prad but not sure, but basically we do follow British standards, hence these are standards. but we do have 13.2kV/ 132kV substation in our country (Karnataka has few), so it's not the multiples of eleven!!..
