RCCB is based on current balancing.The phase and neutral
wires are taken through it.If there is earth fault current
RCCB will act as this current does not pass through it,
causing imbalance.In case of ELCB the earth wire is taken
through it and it will act if there is any current in the
earth wire.Nowadays RCCB is widely used and it is wrongly
reckoned as ELCB.
