Can anyone explain the power flow in flouresent lamps (tube
lights) .What are the functions of Starter & choke used there?

Starter is used to initially ionize the gas in the lamp by
shorting the electrodes(in the starter) and then
immediately open it.It takes a fraction of a second to do
it.
Where as choke has inductor coils it limits the current
because the gas has very low resistance and the voltage
across the lamp is very high so it(inductor) prevents high
currrent to flow through the tube.
