what is ground clearence ,what is minimum ground clearence
,i.e present value following in india ,is it changes wit
conductor size ,kva rating.surface

The minimum ground clearance depends upon voltage
only.1)Across the road a)low and medium voltages- 5.8mt
b)high- 6.1 mt2)Along the road a)5.5 mt b)5.8 mt 3)
Elsewhere a)low, medium high voltages up-to 11 KV ,if bare
-4.6 mt 2) if insulated- 4mt c)for high voltages above 11 KV
-5.2 mt 4)extra high tension 5.2 mt + 0.3 mt for every 33 KV
or part thereof by which the voltage exceeds 33KV,provided
that the minimum clearance along or across the road shall
not be less than 6.1 mt .Low voltage - up-to 250,medium
-up-to 650,high-up-to 33KV ,extra high -above 33 KV. Ref IE

Is there a possibility to use such a treshold voltage for the NMOS part of a CMOS circuit that during the switching it will start conducting only after the PMOS part will be already closed, by this eliminating the leakedge current? Please note, I'm not asking about the well bias in standby mode, but about the "antileakedge" measures during normal operation.
ASTM D 3455 - Standard Test Methods for Compatibility of Construction Material with Electrical Insulating Oil of Petroleum Origin has been used for Testing Transformer Oils with a product placed in it. Aged Control Oil has a Power Factor of 0.032% at 100°C. Aged Oil with a Test component has a Power Factor of 0.093% at 100°. Is this increase acceptable? If not why? How much increase is acceptable?
