why not maintain 7.0 ph in boiler ,when 7.0 is not acidic &
not basic so why maintain 9+ ph?

Water with 7.0 ph is acidic in nature. this will in
increase the corrossion tendency in boiler shell so we have
to keep the ph value between 8 to 9
