If a manufacturer decribes a power supply transformer as
providing a secondary voltage of 24 volts when connected to
a 240 volts supply, do you think they are refering to the
full load or no load secondary voltage?

That is under full load. On no load the voltage may rise by up to 40% (small transformer, some hundred mA), or only 5% (large transformer, tens of Amperes). The manufacturer should be able to give specs about how many % the output voltage will rise at no load.
Diodes, capacitors, etc. of power supplies have to be able to withstand that higher voltage, in case there might be no or only low load on the transformer.
