why a capacitor blocks the DC signal?

Because DC signals have zero frequency unlike AC signals.
So for zero frequency signals capacitor has infinite impedence by the formula 1/2*pi*f*c where f is the frequency of the signal. so because of that infinite impedence capacitor just blocks the DC signals.
