Why TAP changer provided in primary side of HT
transformer ? and why not in secondary?

This depends on your use,for which perpose transformer is
been used. If the transformer is usde for long distance
transmission line i mean in delta to delta HT transformer
tap changer will be provided on primary side. To cover the
line losses which make a cause of voltage drop,when primary
side tap is changed in ratio of that tap position secondary
will also increase or decrease the voltage as you desire.If
you provide it on secondary side it will oppose the primary
voltage
But in case of distibution transformer i mean delta to star
tap changer is provided at secondary side.
