the bird doesn't get shock because we know current flows
only through a closed circuit with low impedence now due to
presence of high impedence because of absence of any
conductor between bird and ground the current can't have any
connection with ground and hence closed ckt or closed path
can't be established between bird wire and ground hence the
bird doesn't get shock.
