The Filament in lamp is located in either side of the Tube. And The tube is filled gas. The choke will be connected in series and one end of both the filament will connected to the starter. The starter is made up of Bi-metallic filament.
The 230V AC supply will not enough for electrons to flow inside the Florescent lamp.
Hence once power is switched ON. The current flows in the starter and starter will begin to flickering which will leads the choke to induce more voltage say 1000V Appox.
