I'm not entirely sure about what you're asking, since
the "best" answer is pertaining to a CT, instead of a
PT/VT, but a potential transformer and a voltage
transformer are the same thing. They differ from a current
transformer. Both are used for metering and protection.
A PT is used to find out the voltage at a specific
location, and a CT is used to find the current travelling
through a specific conductor.
A PT is connected across two points, to find the voltage
between them. A CT works a little different. There are a
few different types (clamp-on/split-core, Hall effect,
optical), but essentially, a single conductor is passed
through the core of the CT and a current is induced in the
wires wrapped around the core. This current is
proportional to how many turns is around the core.
