ORA-29705: ACTIVE_INSTANCE_COUNT is string which is
incompatible with the value in other instances

Cause: The value of the ACTIVE_INSTANCE_COUNT parameter must
be the same in all Oracle cluster database instances.
Action: Check your initialization parameter files in all
instances and ensure that the ACTIVE_INSTANCE_COUNT
parameter has the same value. Then restart the instance.
