Cause: Domain policy does not allow password-authenticated
GLOBAL users.
Action: Make sure ORACLE server is using right SSL
credentials to connect to LDAP directory services. Make sure
orclDBAuthTypes attributes within Oracle enterprise domain
object is either set to PWD or ALL.
