Cause: An ADD_SUBSCRIBER, ALTER_SUBSCRIBER, or
REMOVE_SUBSCRIBER procedure was issued on a queue that was
created as an EXCEPTION_QUEUE.
Action: Specify a NORMAL_QUEUE in the procedure.
