We had the same error in an application running on Oracle Application Server version 10.1.3.5.0. The application ran without problems in Brazil and we had to migrate it to Mozambique (Africa).

After several unsuccessful attempts, we found that this problem only happened when we used a non-default TimeZone (GMT) and other than "America/Sao_Paulo" (in our case was set for TimeZone "Africa/Maputo"). We found that this problem did not occur in Oracle Application Server version 10.1.3.1.0 with the same settings in TimeZone.

We solve the problem by replacing two libraries of the BC4J version 10.1.3.5.0 to BC4J version 10.1.3.1.0: adfm.jar and bc4jmt.jar.

Our problem was solved by replacing these two libraries, but if replacement is not possible it is best that the matter be reported to Oracle that the problem is resolved.

HKEY_LOCAL_MACHINE/SYSTEM/ControlSet001/Controls/TimeZoneInf
ormation

* Remove the DisableAutoDaylightTimeSet property, or set it
to 0.
