ORA-16193: Primary and standby network encryption mismatch

Cause: Standby wants sqlnet network encryption for redo
shipment which is not configured properly at the primary.
Action: Check sqlnet.ora documentation regarding how to
setup network encryption and set it up identically on both
primary and standby. Restart primary and/or standby.
