when a ticket from a local user partner
the process is as follows;
1-TICKET IS TAKEN BY BASIC CONSULTANT
2-ASSIGNMENT TO CONCERN PERSON BY BASIC CONSULTANT
3-RESPONDING TO CONCERN PERSON WITH IN TIME ALLOWED BY
CLIENT SAL'S
4-PENDING THE TICKET
5-CLOSE THE TICKET/ISSUE/PROBLEM
