does po_vendors relate to opeating unit?

po_vendors table will have information about the
vendors/suppliers we define in PAYABLES/PURCHASING.
po_headers_all is a multi org table and hold Purchase
orders and quotations and rfq's information.
Po_vendors will not relate to a particular operating unit
