The 'restartcollision' parameter determines what action to take when a record with the same unique key value is encountered during replication, whereas the 'handlecollisions' parameter sets the strategy for handling colliding records in the extract process. If 'restartcollision' is set to 'yes', the replicat will skip over the colliding record and continue processing. If not set or set to 'no', the replicat will stop with an error.
