It is difficult to develop a single, all-encompassing metric for program complexity and program quality because these concepts are multidimensional. Factors like design structure, size, maintainability, efficiency, testability, readability, and understandability can significantly impact both program complexity and quality. Each of these factors can be measured using different metrics, making it challenging to combine them into a single, universal metric.
