Can you explain voluntary and compulsory tunnels?

Voluntary tunneling occurs when two devices mutually agree to create a tunnel for secure communication. It is initiated by the request of one device to another. An example is L2TP, which requires both client and server to support it.nnCompulsory tunneling, on the other hand, is imposed upon a network by a network service provider (NSP). The NSP forces all packets through a tunnel even if the devices are not configured to use it. An example is Point-to-Point Protocol over Ethernet (PPPoE), which is used by Internet Service Providers (ISPs) to manage broadband connections.
