The optimizer in a database system uses various strategies to create an execution plan for SQL queries. These strategies include rule-based optimization, cost-based optimization, and hybrid optimization. Rule-based optimization follows predefined rules, while cost-based optimization estimates the cost of each operation and chooses the most efficient one based on that estimation. Hybrid optimization combines both approaches.
