$ORACLE_HOME is the directory where the Oracle software installation resides, including binaries, libraries, configuration files, and samples. In contrast, $ORACLE_BASE is the top-level directory for all Oracle installations on a system. It contains subdirectories such as ORACLE_HOME, admin, oracle_base$ORACLE_SID, and others.
