Can be ammeter and voltmeter used without CT? if not, what is the reason for that?

Below 750 voltage rating you are calling as Low Voltage level so their you can connect easily .More than that calling as MV(Medium Voltage ) or HV(High Voltage) there u need PT because of the ability of the meter.Even in Current also the same criteria.
